The narrator in the European released has a British accent, and instead of stating that the grass in the introduction "feels like pants" will state that the grass "feels like trousers". This was changed to accommodate the difference in the use of the word pants. Several other lines throughout the game have minor differences, too.

Kevin Conroy, the iconic voice of Batman, described the game as "really, really dark." While relating the game's dark nature to the animated movie Batman Beyond: Return of the Joker, Conroy also said, "It involves a lot of the villains and it goes to that area - it's that dark."

A spiritual successor to the game was in development which internally went under the title We Are The Mods. The game was set during the mods and rockers brawls of the 1960s in England. It was originally intended to be on the PlayStation 2 but development was later switched over to the Xbox 360. Work began on the game in 2006 by Rockstar Toronto but it was later canceled with some environment and weapon models still existing for it.

When asked by Kotaku what ghosts taste like in the Pac-Man universe, Pac-Man and the Ghostly Adventures 2 director Kunito Komori answered:
"As far as I know, they taste pretty… bad."
He would then pause, possibly realizing that if the ghosts tasted bad then Pac-Man would be more hesistant to eat them, and changed his answer:
"[Ghosts are] very, very tasty – like fruits."

Ueda wished the game to have a unique presentation and change how both players and developers would perceive what bosses should be in video games. To ensure that the programmers focused entirely on the colossi boss battle quality, he limited the enemies to just the sixteen colossi, that could only be approached one at a time, and have various behavior patterns.
Though limiting the presence of enemies to only bosses was partly intended to differentiate the game from others, Ueda also expressed that it was to ensure that the programmers' focus was entirely on the colossi so that their quality would be as high as possible.

There is a scrapped Kremling character which has been dubbed by fans as "Mr. X". He appeared in Issue 76 of Nintendo Power but is nowhere in the game. He appears in the German instruction booklet where it reads, "Kennt ihn oder hat ihn irgendwo schon einmal gesehen", which translates into, "No one knows him or has seen him anywhere before."

The characters Pura and Polar were meant to be one racer, and Komodo Moe was meant to appear with his brother Komodo Joe (possibly as one racer).
